Free and simple control panel to create VPSs on server?

Hi, i got an idea to order dedicated linux server and split it into Virtual private servers. What free/very cheap control panel do You recommend for creating VPSs? It should have graphical interface and be able to set RAM, DISK, CPU cores allocation. VPSs should be nade the way one or two VPSs wont overload whole server.
I plan to buy something like 4x2,3Ghz AMD server from here.

1. Select Network Connections from the Control Panel.
2. Select Properties from the right-click menu for Incoming Connections.
3. Go to the Networking section.
4. Select TCP/IP (Transmission Control Protocol/Internet Protocol).
5. Go to the Properties tab.
6. Select the Specify TCP/IP addresses radio option.
