I have tried a few black hat SEO techniques, I can say that they helped my traffic to increase, but not for long time... White hat SEO techniques, are giving result for a longer period, why people use Black Hat SEO techniques then?

Black Hat SEO Techniques, can ban your site from search engines, and then you will can do nothing to save it... Is it worth to take the risk? It's very difficult to earn from a site which is banned from search engines, even if you are promoting it a lot and trying to drive traffic to it, you will not get the same results. Organic traffic is that that will reward you for your hard work and good content you publish.

Do you use black hat SEO techniques? Would you suggest to someone to use such techniques to increase his/ her traffic?

Maybe because they think they will be more clever than google search developers.
