Please tell me, What is the best web design language to learn..?

I think You should have to learn Basic HTML,CSS and Javascript. It is first step of making website..

I order to learn web design, I practiced with some WordPress websites. I just got a template for it from http://www.templatemonster.com/wordpress-themes.php and customised it for several times. It allowed me to determine what I wanted and to get an idea how to do it. Then I started learnig some HTML, PHP, etc.

You can try HTML5 , CSS and java
