Usually its recommended meta Title to be like 50-70 characters and meta Description like 150-170 characters
for simplicity, maybe: title 60, description 160
But google do NOT use meta tags to rank your site better or worse. Why? Google cant relly on anyone to enter relevant words into metatags, Google analyse website content and also offpage factors

they say "we still don't use the description meta tag in our ranking."

Title it should be 70 to 80 characters & description should be 160 characters..
