ramnode.com offers NL VPS, but i think its US company so probably not offshore.

I have checked the plans of some vendors (Hostsailor, libertyvps.net and more) who offer VPS hosting in Netherlands and after research, I found that Hostsailor is best for you. They offer VPS hosting at a reasonable rate. They have excellent customer review. They provide support service through ticket/email system. They have live chat support, but that is for sales only. So if you have any issue on your VPS, you will have to wait for an hour to get a solution.

I believe that location based Web Hosting services are preferable only if you have majority of your customer base from that particular region.
