In my case it is Windows VPS for around €15 i think and I have ordered it in January 2012. Now is June 2012, so it is almost 6 months and i did not experienced any downtime yet! There might been any and it is probable, but in my case im satisfied with SWTech.ie service. I have my Windows VPS server in Maidenhead, United Kingdom. The power of the VPS is great in comparison to price.
