I think framwrork is very basic structure of some application. CMS is fully developed application (script) for managing a website from a website (u login some website and edit its articles in an backoffice / admin area)

Hi

A framework is a platform that allows you to create a web application from pre-written code. Examples of frameworks are Django and CakePHP. Frameworks offer better customization because you have to build everything from scratch. They're also much more secure and flexible.

A CMS or Content Management System is a web application (that has also been built using a framework) and it basically helps you manage your content. While this allows you to install themes etc. they're not fully flexible or customizable. Examples of CMS are WordPress and Joomla.

Hope this helped.
